India–Japan CEPA: Align Origin, Invoices and Transit Evidence
An India–Japan CEPA origin certificate supports a preference claim for qualifying goods; it does not replace tariff classification or customs assessment. Many practical problems arise when the exporter, manufacturer and invoice issuer differ. LIQUETAX can help organise those records and prepare the agreed certificate pack without promising a duty rate, issuance date or clearance outcome.

01
Identify the goods
Record the intended Japan preference and proposed product rule.
02
Reconcile parties
Map producer, exporter, importer and invoice issuer.
03
Check the movement
Identify transit and certificate particulars that need supporting records.
04
Submit and hand over
Coordinate agreed issuer follow-up and completion evidence.
Timing agreed after document review
Plan certification with the shipment and the Japanese importer's document deadline. Retroactive issuance is a conditional procedure, not permission to ignore dates. Do not assume a later certificate automatically creates a customs refund entitlement.

Outside the standard scope
—A binding origin or tariff ruling
—CPTPP or another agreement's self-certification process
—Guaranteed customs acceptance, refund or clearance
—IEC, freight or import-licensing work unless separately agreed
Not necessarily. Articles 27–29 distinguish wholly obtained goods from goods produced using non-originating materials. The applicable general or product-specific rule must be satisfied and documented.
The certification procedures allow an exporter who is not the producer to rely on appropriate producer-backed information or a producer declaration. Arrange that evidence before requesting certification.
Does a third-country invoice automatically invalidate the claim?+
No. The implementing procedures address non-party invoicing. The required disclosure and invoice details still need to be accurate, and all other origin and consignment conditions must be met.
What happens if the goods transit another country?+
The importer may need a through bill of lading and/or supporting evidence about handling in transit. Record the actual route and any changes to containers or packaging.
The competent authority or a designated body of the exporting country issues the certificate under the agreement. Preparing a document with LIQUETAX is not equivalent to official issuance.
Use the issuing authority's applicable correction or reissuance process. Do not overwrite or alter the document independently and assume customs will accept it.

Question
What matters
Next step
Goods and rule
Map the exported item to the applicable origin rule.
Chapter 3 includes wholly obtained and non-wholly-obtained routes, with product-specific rules where applicable. Imported inputs need assessment, not automatic rejection.
Merchant exporter
Identify the producer and the records supporting its declaration.
A trader can prepare an application using producer-backed information; the trader's invoice alone does not prove origin.
Third-country invoice
Identify who issues the import invoice.
Disclose a non-party invoice issuer in the certificate particulars as required; do not confuse invoicing location with manufacturing origin.
Transit evidence
Identify intermediate countries and handling of the goods.
Through transport records and evidence of permitted handling may be needed to support the consignment condition.
Fee details, estimates & quote variables

Product-specific origin analysis
Producer and intermediary count

Late, correction or replacement requests
