Start with the product and its origin rule
Preferential treatment depends on the applicable tariff schedule and rules of origin under the agreement. The product’s HS classification and manufacturing facts matter. Goods do not automatically become Indian-origin merely because they are exported from an Indian port or invoiced by an Indian business.
A manufacturer needs evidence of materials, production and any relevant value calculation. A merchant exporter may need declarations and supporting records from the manufacturer. If substantial imported inputs are used, the product-specific rule must be examined before making an origin claim.
A shipment certificate, not a universal business badge
India–UAE CEPA refers to the Comprehensive Economic Partnership Agreement between India and the UAE. Its preferential origin certificate is issued through the authorised framework for qualifying trade. It is not an International Unified Certificate for Export Promotion and Authorization.
The certificate supports an origin claim; the importer and customs authority still apply the relevant tariff, documentation and verification rules. Service exports do not use a goods Certificate of Origin in the same way. Other approvals, sanitary measures, technical standards or restricted-goods conditions may still apply.
How LIQUETAX can help prepare the application
Our agreed scope can include a consignment checklist, review of consistency across trade documents, origin-evidence organisation and application assistance. New preferential certificates should follow DGFT’s current eCoO system and issuer instructions.
- Identify the export product, HS code, UAE destination and relevant preference.
- Review the invoice, packing list and available shipping records.
- Collect manufacturer declarations, input records and origin calculations where needed.
- Prepare the application for an authorised issuing agency through the applicable platform.
- Track included issuer queries and hand over the approved certificate or decision.
Keep the origin evidence behind the claim
The certificate should reflect the actual goods and transaction. Keep invoices for materials, production records and supplier declarations with the application file. Where a cost or value calculation is needed, document the figures and their basis instead of selecting a favourable number without evidence.
Check the exporter and consignee names, invoice dates, quantities, marks, transport details and HS description before submission. Tell us if there is a third-party invoice, transit through another country or a retrospective request. These facts can affect the required procedure and cannot be solved by changing the country label.
Fee clarity in ₹
The quote should separate the authorised issuer’s certificate charges, professional document review and application assistance, any additional approved services, and GST where applicable. The issuer’s current charge and receipt should be used; a broad invented ₹5,000–₹25,000 government-fee range is not appropriate.
Customs clearance, freight, insurance, laboratory testing, an advance origin ruling and litigation are excluded unless separately agreed. A certificate does not guarantee clearance or a particular duty saving. Ask whether the quote is per consignment and how corrections or additional issuer queries are handled.
Timing and common errors
Application timing depends on complete trade and origin records, platform access and issuer review. Prepare the evidence before shipping rather than assuming a certificate can always be obtained after the goods leave. Any retrospective or correction route must be checked under current instructions.
Common mistakes are confusing non-preferential and preferential certificates, using only IEC as origin evidence, inconsistent invoice details and promising zero customs duty for every HS code. Start with a document review if the manufacturer uses imported components. A well-supported application helps the exporter and importer avoid preventable clarification requests.

Your questions, answered
Does CEPA mean every export to the UAE is duty-free?
No. Check the product’s tariff treatment, origin rule and other applicable conditions.
Can a merchant exporter apply?
Review the exporter route and obtain the necessary manufacturer-origin evidence. Trading activity alone does not prove Indian origin.
Is this the same as a non-preferential certificate?
No. A preferential certificate supports the relevant agreement’s origin claim. Select the correct scheme before applying.
Can LIQUETAX issue the certificate itself?
LIQUETAX provides agreed assistance. Issuance is the responsibility of the authorised agency under the current framework.
